One member of staff had all these boxes of stock to put on the shelves.

A fire would have used the cardboard to spread from one end of the shop to the other faster than the staff could run.

 No-one thought that it was a problem.- apart from the fire officer who had received a complaint from a customer! and the shop manager who had to justfy to his head office why the shop was shut down.

This was a management problem that should have been managed, but no local manager or staff member took ownership of the fire safety standards in the premises.
